Promote, design, finance and execute clear and viable programs and projects for the social, economic and cultural development of the population at risk, hunger and violence, providing human talent to work for the well-being of people, without forgetting the full attention of the population; guarantee their quality of life, invest in social capital, create conflict resolution, in order to create acts of peace.

Contribute to the development and growth of marginalized communities according to vision of establishing a participatory community organization for the social development in each municipality of the country, which will serve as money for change so that they can be served and assisted at the right time according to their needs.

Take effective collective action to prevent and eliminate threats to peace, suppress acts of aggression and achieve, by peaceful means and in accordance to the principles of justice and civil law, the adjustment or settlement of differences or social situations likely to lead to violations of social stability, which affect the socio-economic growth of the country.
